PROBLEM TO BE SOLVED: To separate the priority decision processing of a transmission packet and a transmission order decision processing, to improve the efficiency of preferential control and to rely conduct preferential control on a terminal having an IP packet preferential control function and a recording medium. SOLUTION: The terminal having the IP packet preferential control function when an IP packet is transmitted is provided with a priority decision part 2 calculating and deciding the transmission priority of the IP packet as a discontinuous numerical value from an allocated band and a data transmission part 3 deciding the transmission order of the IP packet based on transmission priority that the priority decision part 2 decides and transmitting the IP packet in accordance with the transmission order. The priority decision part 2 and the data transmission part 3 are separately installed.
