A cleaning fluid (39) is contained in a removable and renewable pocket (36) and discharged via an injector (41) and nozzle (34) into a hand cleaning area (32) which has no sharp edges or corners. The presence of hands in the cleaning area is detected by electromagnetic or ultrasonic means using an emitter (38) and a signal processor (43) which detects only the response to the emitted signal.
