PROBLEM TO BE SOLVED: To provide a technology for enciphering and decoding data faster. SOLUTION: An input data distributing part compares the data length of input data with a 1st reference value (step A2). When the data length is longer than the 1st reference value as a result of comparison, the input data is transferred to hardware 3. Then, the hardware 3 applies encipher and decoding processing to the input data (step A3). When the data length is not longer than the 1st reference value, the input data is transferred to an encipher and decoding processing part 22. Then, the part 22 applies encipher and decoding processing to the input data (step A4).
