PROBLEM TO BE SOLVED: To provide a dry type, small-sized, especially thinned damper of a base isolation device, capable of generating required vibration damping force by small inertia force, and displaying high base isolation performance. SOLUTION: A friction damping member 17 constituted by forming slits 21 for increasing the expanding and contracting amount in a thin plane-like or a sheet-like member is arranged between a base 13 and a pedestal 14, one end of the friction damping member 17 is fixed to one part of the base 13 or the pedestal 14, and the other end is fixed to the other part of the base 13 or the pedestal 14. As the thin surface-like or the sheet-like member, a spongy member is preferable.
