PROBLEM TO BE SOLVED: To make it possible to lighten the stage of work and labor required for collecting oil leaked out to sea or rover by making use of a knitted rope adhering a powder oil gelling agent thereto and, at the same time, to carry out variegated collection methods according to uses and conditions. SOLUTION: The powder oil gelling agent is adhered to a thin cloth-like polypropylene tape spreading a polypropylene string for packing to knit a rope 1, and a net is knitted from the rope in the shape of a grid. The ready-made net is mounted under the rope 1, and an oil fence can be made by mounting lead weights under the ready-made net.
