PROBLEM TO BE SOLVED: To manufacture a titanium plate or a titanium clad plate excellent in surface property. SOLUTION: In manufacturing the titanium plate or the titanium clad plate, the surface of a titanium or titanium alloy rolled stock or a rolled stock with titanium or titanium alloy cladded on a base clad metal is covered by a covering formed of steel having a composition consisting of, by weight, <=0.1% C and <=10% Ni, and the covered rolled stock is hot-rolled and cold-rolled, or cold- rolled, or cold-rolled followed by the removal of the covering, or cold-rolled again after the covering is removed.
