PROBLEM TO BE SOLVED: To operate only a power steering lever to turn a body, even an HST lever is neutral. SOLUTION: Power of an engine (not shown in figure) is input to a variable displacement pump 25 of an HST for turning via an input pulley 30, and an HST motor 27 provided in parallel is driven. An output shaft 28 of the HST is connected to an output side of the motor 27 to fix the first turning gear 29. A directional turning shaft 80 is arranged on an axial line coaxial to the second intermediate shaft 35 to fix the second turning gear 81 and the third turning gear 82. The third gear 82 is meshed with the first gear 29 of the HST output shaft 28 all the time. A turn-control shaft 83 is arranged in a downstream of the directional turning shaft 80 to fix the fourth turning gear 84 meshed with the second gear 81 all the time, and is connected onto an axial line coaxial to a control shaft 38.
