PROBLEM TO BE SOLVED: To provide a foam separation device having the reduced running cost in the treatment of raw water and having the highly efficient the gas liquid separation and a water cleaning system using the same. SOLUTION: The foam separation device 11 is for separating suspended materials contained in rearing water in a rearing vessel or an organic material dissolved in the water, is provided with an inner cylinder 14, into which the raw water 12 of the water to be treated flows-in from the rearing vessel through a flow-in pipe 13, a diffusion pipe 18 for introducing air 16 for generating fine foam 15 in the inner cylinder 14 through an air supply pipe 17, an outer cylinder 20 for discharging the generated fine foam 15 from an opening and for introducing the treated water 19, from which the foam 15 is removed, into the downward side along the side wall of the inner cylinder 14 and is structured so that a weir 21 is provided inside the vicinity of an opening part of the outer cylinder 20, a foam discharging passage 22 is formed in the vicinity of the opening part, the gas liquid separation is performed by the weir 21 and the soiled foam water 23 over flowing the weir 21 and containing the foam 15 is discharged to the outside trough a foam discharging pipe 24.
