PROBLEM TO BE SOLVED: To reduce the weight of a device and a required space to economize manufacture are assembly, in a device for changing a control time of a gas exchanging valve for an internal combustion engine, which has a driving wheel 4 and an impeller 5 arranged on an end part of a driving side of a camshaft 3, and in which the driving wheel is composed of a side wall 8 disposed on a side opposite to the camshaft and a side wall 9 disposed on a side faced to the camshaft, and a hollow divided to a pressure chamber by a blade 14 is formed. SOLUTION: The side wall disposed on the side faced to the camshaft in the driving vehicle 4 is formed as a thin wall circular molding part for reducing the weight and the required space. The circular molding part is provided with an edge part section 17 partially enclosing a circumferential wall 7 of the driving vehicle bending in a right angle, and is unseparably attached to the driving wheel by an individual connecting part 18.
