PROBLEM TO BE SOLVED: To reduce the number of times of additional hand-over or deletion of hand-over caused by sudden changes in a propagation loss and an SIR from base stations to a mobile terminal due to the effect of buildings or the like in a CDMA mobile communication system. SOLUTION: A control section 211 is provided with collection means 301, 305 that collect signal quality among a mobile terminal 105 and base stations 102-104, learning means 304, 306 that learn and store a judgement material of hand-over on the basis of the collected signal quality, a judgement means 302 that judges the consistency between the judgement material for hand-over stored in the learning means and the current signal quality between the mobile terminal and the base stations collected by the collection means, and a hand-over control means 303 that controls the hand-over between the mobile terminal and a base station being a hand-over addition object or deletion object for the mobile terminal on the basis of the result of judgement by the judgement means.
