PROBLEM TO BE SOLVED: To surely keep the secret information on each of application providers when preparing a multi-application non-contact IC card. SOLUTION: A memory 6 is divided into plural regions 7a-7d corresponding to the number of applications to be packaged, and each of divided regions 7a-7d is used as a memory space independent for each of plural applications. Thus, even when plural applications are packaged in one non-contact IC card 1, it is not necessary for each of application providers to disclose the original secret information to a conventional issue maker and security can be kept by preventing important secret matter from being leaked to a third person.
