PROBLEM TO BE SOLVED: To simplify distribution until the information is delivered to a user and to further simplify management after it is delivered to the user relating to the information for indicating the belonging of a right provided with a money value such as a concert ticket by being applied to a system for issuing and managing the tickets of concerts for instance. SOLUTION: The information for indicating the belonging of the right is ciphered by codes intrinsic to information portable devices 8 and 9 so as to be provided off-line, and the ciphered information TC is provided so as to pass through an off-line route at least once.
