PROBLEM TO BE SOLVED: To develop an optical film which suppresses diffused reflected light while maintaining the scattering anisotropy for linearly polarized light and which can be practically used as a light-diffusing plate or a polarizing plate in the observation side of a liquid crystal display device. SOLUTION: The optical film 1 consists of a light-transmitting resin 11 containing the dispersion of minute regions 12 having different birefringent characteristics. The differences in the refractive indicesΔn1,Δn2 between the minute region and the light-transmitting resin are 0.03 to 0.5 or more (Δn1) in the direction perpendicular to the axial direction showing the maximum transmittance of linearly polarized light and <0.03 (Δn2) in the axial direction showing the maximum transmittance, and the film has <30% diffusion reflectance for linearly polarized light in theΔn1 direction. The optical device is obtained by laminating two or more layers of the aforementioned optical films with the directions ofΔn1 of the layers parallel to each other. Or the optical device consists of a laminated body having one or more layers of the aforementioned optical films and at least one kind of polarizing plate, phase difference plate, transparent resin plate reflection layer.
