PROBLEM TO BE SOLVED: To encode moving images after frame rate conversion so as not to cause discontinuity in image quality inside a frame or among the frames. SOLUTION: A first coefficient is found, based on the bit number of codes generated by encoding and a target generation bit number obtained from a target bit rate, a second coefficient is found, based on the feature vector of the block of an encoding object. The feature vector of the plural blocks of an already encoded frame obtained corresponding to correlation among plural fields for constituting the frame and encoding is controlled so as to bring a generation bit number closer to the target generation bit number, based on the first coefficient and the second coefficient. The feature vector of the block is obtained, based on the feature vector of the block including only the pixels of one field among the blocks included in the block if a correlation value among the plural fields for constituting the frame is equal to or less than a threshold.
