PURPOSE: An MPEG bit stream display start point control apparatus and method of recording media is provided to make a display a beat stream correctly by substituting PTS(presentation time stamp) value of frame to make a display STC(system time clock) value for MPEG bit stream CONSTITUTION: A crystal oscillator(400) generates a system clock frequency. A PTS control part(100) receives an input of PTS of a designated picture when normal mode and licenses a comparison equipment(200), and receives an input of PTS of a designated picture when special decoding mode and stores this and then outputs PTS as an initial value of a counter(300). The counter(300) is initialized by a system clock reference when normal mode, and then makes a counting STC of the crystal oscillator(400) and outputs STC according to this, and then outputs STC to be made a counting considering output signal of the PTS control part as initial time if normal mode is converted after executing a special decoding command. The comparison equipment(200) receives an input of STC of the counter(300) and PTS of the PTS control part(100), and outputs a display command signal if each is agreed with comparing these.
