PURPOSE: To provide a transaction priority deciding method, a transaction priority deciding device, a transaction system which allow a securities company to preferentially perform transactions as necessary and allows a securities exchange to expect profits improvement in transactions of transaction objects such as securities and convertible bonds, and a recording medium. CONSTITUTION: This device adds a priority processing request charge with which priority processing is requested to one of transaction conditions by adding a charge and records the transaction conditions, such as the priority processing request charge, name, amount, contract price, buying or selling and order time as transaction condition records in a transaction condition database. The device rearranges the transaction condition records in a descending sequence with priority request charge as a sort key about the transaction condition records whose name, contract price and buying or selling are the same (S104) and decides transaction priorities on the basis of the order of the rearranged transaction condition records (S106).
