PURPOSE: To form a homogenous flocked surface and coated surface while not influenced by a slack which is caused by its own weight in the process of passing a long belt-like work through an electrostatic hair transplanting chamber and an electrostatic coating chamber at a high speed. CONSTITUTION: This device arranges therein a pressure roll 6 forcing to produce a valleculate narrow inclined part surface corresponding to the slack caused by its own weight of the work in the process of passing a long belt-like work through an electrostatic flocking chamber and an electrostatic coating chamber 2 at a high speed as well as it arranges therein electrodes 5A and 5B in parallel with the valleculate narrow inclined part surface of the long belt-like work produced by the pressure roll 6.
