PURPOSE: An apparatus and method is provided to prevent damage to parts by allowing the compressor to operate in a stable manner at an appropriate discharge pressure when the heating operation is being performed under the overload condition. CONSTITUTION: An apparatus comprises an AC-DC converting unit(10); an outdoor temperature sensor(14) for sensing the temperature of outdoor air during an initial operation; a control unit(13) for determining an initial target operation frequency in accordance with the value output from the outdoor temperate sensor, outputting a pulse width modulation signal in accordance with the determined operation frequency, ending the initial operation when the indoor pipeline temperature reaches a preset temperature, and outputting a pulse width modulation signal in accordance with the load state; an inverter unit(11) for taking as an input the DC power from the AC-DC converting unit, switching the received DC power in accordance with the pulse width modulation signal, and outputting a three-phase AC voltage; a compressor(12) operating in accordance with the output signal from the inverter unit; and a pressure switch(SW) for cutting-off input power when the driving pressure for the compressor is higher than a preset level.
