A developing roller is separated from a resetting roller by a distance within the range of 0-0.4 mm. An AC waveform with two peak voltages is applied to a developing roller (20) which conveys toner to an image development unit. The resetting roller (10) is impressed with DC voltage to supply toner to the developing roller and to collect the residual toner on the developing roller.
