PROBLEM TO BE SOLVED: To provide a control device and a control method prepared for controlling an exclusive machine and capable of easily corresponding to a change in the specification of the excusive machine itself or each hardware unit element of the machine which is generated due to a different generation or a different supply vender without changing a control program. SOLUTION: The control device for controlling the exclusive machine on the basis of the prescribed control program is provided with plural hardware unit elements connected to a system bus in common, provided with respectively determined control charging functions and allowed to be independently substituted, each hardware unit element controls its own control charging function on the basis of the specification of the function in accordance with a prescribed access request to the element itself and a hardware unit element having a main processor is included in the plural hardware unit elements. The main processor outputs access requests corresponding to plural kinds of subroutines and controls the exclusive machine on the basis of the prescribed control program as a whole through respective hardware unit elements corresponding to the access requests.
