PROBLEM TO BE SOLVED: To provide a torque motor which generates a desired torque and to provide a throttle device which uses the torque motor. SOLUTION: A rotor core 42 is formed in a disk shape, and a protrusion 43 which protrudes to the outside in the radial direction is installed in a position situated in the opposite direction by 180 deg.. Rotor magnets 44, 45 (not indicated in the figure) are arranged and installed alternately in the circumferential direction, and they are magnetized in the opposite direction of a shaft. Opposite cores 51, 52 at a stator core 50 are faced by forming a prescribed interval (d) from the rotor magnets 44, 45 in the direction of the shaft. The opposite core 52 comprises a protrusion part 52c which protrudes to the outside in the radial direction. When a current is made to flow to a coil 60, stator magnetic poles whose polarities are different are generated in the opposite cores 51, 52 on the side of a rotor 41 alternately in the circumferential direction. When the rotor 41 is turned in a valve-opening direction so as to be turned up to a part near a fully open position, the protrusion part 43 at the rotor core 42 is brought close to the protrusion part 52c at the stator core 50, and a reluctance torque is generated.
