PROBLEM TO BE SOLVED: To provide a partial oxidizing burner to stabilize the flame even at a small excess air ratio. SOLUTION: A burner body 1 has a combustion space 11 isolated from an outside in a combustion space wall 2. The combustion space wall 2 comprises a flame holding cylinder 21, a heat insulation multi-layered plate 22, and a water-cooled wall 23 from the inner-most side. The flame holding cylinder 21 is formed of ceramic to keep the combustion space 11 at a high temperature. Cooling water fed from the outside flows through the water-cooled wall 23 to keep the outer surface of the burner body 1 at a low temperature. A heat exchanger 5 is disposed on the downstream side of the burner body 1. The heat exchanger 5 evaporates methanol (e) (liquid) making use of the heat of the exhaust gas to generate methanol f (gas), and generates steam (h). Methanol (f) is fed to the burner body 1. |
