PROBLEM TO BE SOLVED: To efficiently exchange voice messages by avoiding the useless transmission or storage of voice messages when a call terminating side user is absent in the case of voice talking on an internet. SOLUTION: When a call connection request message is transmitted from a call originating side but a telephone response is disabled because of the absence of the call terminating side user, that call connection request message is stored on the call terminating side. When the call terminating side user comes back to the seat and selects back communication processing of the incoming call connection request massage, the call connection request message is sent back by a counter call originating side address contained in the call connection request message. On the call originating side, when a call cannot be connected because of the absence of the call terminating side user, that call originating side address is stored and when the call connection request message returned from the relevant call originating side is received, previously selected response processing is performed.
