PROBLEM TO BE SOLVED: To quickly detect a fault location in a communication network avoiding a load from being concentrated onto a specific device. SOLUTION: A fault detection means (21) provided to devices (2) being components of the communication network autonomously conducts communication with other devices (2) on the basis of the information stored in a device information storage means (23). When the fault detection means (21) detects a communication fault such as no reply, a device notice means (21) informs a management device (1) about other device (2) of a communication opposite party and a fault location identification means (11) of the management device (1) identifies a fault location in a communication network on the basis of the received information. Thus, the load for the communication processing can be distributed and the task above can be solved.
