PROBLEM TO BE SOLVED: To prevent deterioration of an image and to embed access control information in the image. SOLUTION: A reference pattern vector is generated by a reference pattern vector generating section 210 and a pattern vector of an objective binary image is calculated by an observation pattern vector generating section 213. A correlation coefficient between the reference pattern vector and pattern vector of the objective binary image is calculated (214). A specific small amount space of the pattern vector of the objective binary image is moved (215) in such a manner that the calculated correlation coefficient is included in a predetermined range corresponding to each bit of the access control information added to the objective binary image. The objective binary image is changed to be printed based on the binary image which is moved in the specific small amount space (216). As a result, it is possible to print the image having the access control information embedded therein.
