PROBLEM TO BE SOLVED: To provide an apparatus for producing a cushioning material high in quality and easy to handle. SOLUTION: In the apparatus 1 for producing the cushioning material in which both width end parts 2a of a lengthy sheet 2 to be conveyed are laid to overlap each other, the overlapping part is sealed into a cylinder, and the cylindrical sheet 2 is filled with air and sealed over the whole width by the second sealing part 30 into a belt, the second sealing part 30 is composed of two heating blocks 30a, 30b which are driven in the opening/closing direction through an opening/closing mechanism 8 by a pulse motor 12 to weld/seal the sheet member 2, its head is formed so that one or more projection parts 30e and groove parts 30f are formed on the sealing surfaces 30c, 30d of the blocks 30a, 30b, and the projection parts 30e and the groove parts 30f are engaged with each other during sealing.
