PROBLEM TO BE SOLVED: To provide an exhaust gas shutter capable of establishing a high degree of airtightness and readily generating a high braking force. SOLUTION: This exhaust gas shutter 6 is structured, so that a valve element 13 for engine brake is installed in the exhaust passage 5 of an engine 4, as being capable of being opened and closed by the rotary shaft 12 of the valve element, where an upper and a lower seat part 15 in the form of stepped arc of circle to seat the valve element 13 at closing and turning in one direction, at opening are formed in the upper part and lower part of the inside surface of the exhaust passage 5, and a valve-mounting shaft 24 is installed on the rotary shaft 12 of the valve element 13, in such a way as to be eccentric below the passage 5, and the area for gas-receiving is made different between above and below, regarding the valve mounting shaft 24 as boundary, and at the time of closing, the valve element 13 is seated by the gas pressure on the upper and the lower seat part 15.
