A water-based cosmetic nail lacquer has a polymer dispersion as binder. An Independent claim is included for a nail lacquer applicator comprising a pencil-shaped shaft (1) with a cap closure (6), a storage chamber (2) within shaft (1) and a capillary element (3) with one end in liquid communication with the storage chamber (2) and the other end being sharpened and projecting from the shaft (1).
