PROBLEM TO BE SOLVED: To provide a film for thermally fixing an image which can be heated by electromagnetic induction, is inexpensive, has stable performance, high durability and a long life and to provide its manufacturing method. SOLUTION: The film for thermally fixing the image of this invention is constituted by laminating a heat-resistant resin layer, a magnetic metal layer, an elastic body layer and a releasing layer in this order and is a cylindrical film forming an image thermally fixing part together with a rotary pressuring member. A tube molded with a thermosetting resin of high heat-resistance such as a polyimide resin is used as the heat-resistant resin layer. Further the releasing layer is formed by fitting a tube made of a polymer having a release property such as a fluororesin tube outside the magnetic metal layer formed on the tube of the thermosetting resin and sticking via the elastic body layer poured and formed in those spaces.
