PROBLEM TO BE SOLVED: To solve the problem that the shape of a cell element or a bending of an electrode terminal are unstable in the set state in the case where the the cell element having electrode terminals is set into a receiving hollow of an outer sheet. SOLUTION: When a substantially rectangle shape of a cell element in viewing in plane into which a pair of positive and negative electrode terminals are protruded is set into a receiving hollow of a sheet formed conforming to the shape and size of the cell element, first of all, bending up previously along a side surface of the hollow part for receiving the pair of the electrode terminals and an upper surface of the sheet continued thereto (step S2) and then setting the fuel element into the receiving hollow part (step S3).
