A device for cleaning a surface which is at leat partially submerged in water where there is relative motion (6) between the water and the surface (14) to be cleaned, the device having a rough surface (2) for effecting the cleaning, a hydrodynamic device (15) for urging the rough surface (2) against the surface (14) to be cleaned as a result of said relative motion (6), at least one shaped surface (3) extending from the front to the rear of the device for providing drag on the device caused by the relative motion (6), and tow line attachment means (8, 13) disposed out of line with at least one of the said shaped surfaces (3) so that in use the at least one shaped surface (3) adopts an acute angle to the direction (6) of said relative motion and the device is urged to dive. Devices in accordance with the present invention provide good cleaning of underwater surfaces such as the hulls of ships without the need to take them out of the water.
