PROBLEM TO BE SOLVED: To decrease a temperature difference of air between a near side and a remote side to hot water supplying piping at low flow rate control of hot water. SOLUTION: A buffer plate 106 in which a plurality of bore parts are formed at intervals in a longitudinal direction of an inlet tank 27 is inserted into the inlet tank of a heater core 23. Consequently, at a time of low flow rate control of high-temperature hot water, although the hot water tends to flow into a tube 26 near hot water supplying piping 29 and hot water discharging piping 30 by buoyancy thereof, the buffer plate 106 uniforms distribution of the hot water in the longitudinal direction, and decreases a temperature difference of air between a near side and a remote side to the hot water supplying piping.
