PROBLEM TO BE SOLVED: To provide a masonry material with water repellency. SOLUTION: This production process of a water-repellent base material comprises: a stage 1 for mixing a water-repellent composition with a slurry containing water and gypsum to form a product; and a stage 2 for drying the product formed in the stage 1; wherein the water-repellent composition consists of (I) an emulsion containing 20-60 mass % of an organohydrogensiloxane (component A), 15-79 mass % of water (component B) and 1-25 mass % of polyvinyl alcohol (component C), and (II) an amino functional compound selected from aminosilanes and organic amines.
