PROBLEM TO BE SOLVED: To obtain a water-resistant composition remarkably excellent not only in cold water, but also in warm water and hot water, without problems such as viscosity stability and without any problems about safety when dried or heat-treated at <=70 deg.C particularly at about room temperature to 50 deg.C, further relatively lower temperature such as room temperature after forming a film or applying to a substrate. SOLUTION: This water-resistant composition comprises a homogeneous mixture of (A) a vinyl alcohol-based polymer having 1-20 mol% <=4Cα-olefin unit or a vinyl alcohol-based polymer having 1-20 mol% <=4Cα-olefin unit and 0.01-1 mol% silyl group with (B) an organic titanium compound having chelate type ligand. In the composition, weight compounding ratio (A/B) of the component A to the component B is (99.99/0.01) to (60/4).
