PROBLEM TO BE SOLVED: To provide a flat double-layered sliding member suitable for use with a bearing, such as a radial bearing, a thrust bearing and a spherical bearing, and with sliding plates or the like, and in which a sliding layer can be formed to have a desired size without readily dropping or separating from a reinforcing layer and can be easily formed on each side of a back metal without separating therefrom, the sliding member having elasticity in an out-of- plane direction. SOLUTION: The flat double-layer sliding member 1 is formed with a number of holes 2 and includes a porous metallic sheet 6 with an annular projection 5 formed integrally with one side 3 thereof which projects in the out-of-plane direction and surrounds one end 4 of each hole 2, and the sliding layer 7 covering the projection 5 and the one side 3 of the porous metallic sheet 6.
