PROBLEM TO BE SOLVED: To make a circuit small in size, including a matrix circuit by providing the matrix circuit with a function of a filter for image quality improvement and increasing the degree of integration of the matrix circuit. SOLUTION: This matrix circuit is equipped with multipliers 1 to 9, which inputs a luminance signal Y and color difference signals Cr and Cb and multiply the input signals by coefficients C11 to C13, C21 to C23, and C31 to C33, and puts the input signals together and carries out matrix operation. The circuit has delay elements 13, 15, 17, 19, 21, and 23 and switches 14, 16, 18, 20, 22, and 24 and gives the input signals delay characteristics, by switching those switches and combines them to filter the input signals.
