PROBLEM TO BE SOLVED: To obtain a data transmitting method which can shorten the transmission time of data, simplify circuit constitution and efficiently distribute data. SOLUTION: Matrix information is added by contents, a user group which can use data broadcasting is specified, and VBI data are transmitted, so that data broadcasting is provided to all the receivable user. When the data are received, the matrix information is extracted, and then respective bits with are made to individual user groups are checked according to previously stored use qualification and only when it is judged that it has usage qualification, is this data broadcasting used.
