PROBLEM TO BE SOLVED: To equalize a plurality of storing means connected in series exactly and properly. SOLUTION: The respective voltages of a plurality of battery cells 16 connected in series are detected when no current run through a circuit 12. Based on the detected voltage, the determination of a charge carrying-out cell and a charge receiving cell and the calculation of equalization operating time are performed to schedule the charging equalization operation of the respective battery cells.
