PROBLEM TO BE SOLVED: To provide a method capable of producing a mixed gas of hydrogen with carbon monoxide by the reaction of coal with a coal seam gas under a high pressure condition, and also provide the producing device and a fuel/ power combination plant provided with the device. SOLUTION: The hydrogen/carbon monoxide mixed gas having high hydrogen ratio is produced by supplying the coal seam gas 2 and coal to a gasifying device 20 to partially oxidize and shift-reacting a part of the produced carbon monoxide with steam 4 in the gasifying device 20.
