PROBLEM TO BE SOLVED: To provide a method for manufacturing, by living radical polymerization, a polymer of water soluble vinyl-based monomers narrow in molecular weight distribution and useful as coagulant in the dehydration treatment of organic sludge, and to provide a coagulant containing the polymer. SOLUTION: This method for polymerizing water soluble vinyl-based monomers in a water solution in the presence of a polymerization initiator is characterized in that nonaqueous nitroxy radicals are also in presence as dispersed in the water solution. A coagulant, characterized in that it contains a polymer of water soluble vinyl-based monomers manufactured by the above method, is provided.
