PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of minimizing lowering of an exhaust characteristic, by early diagnosing defect of a temperature rise promoting control, in the case where the temperature rise promoting control of the catalyst is carried out by combining an increase in an intake air amount and spark delay control of an ignition timing. SOLUTION: An engine speed NE and ignition timing IGLOG are monitored at a time point where a predetermined delay time TMFIREDLY has passed since the temperature ride promoting control is started (S143, S144). When a state where the engine speed NE is not more than a determination threshold value (MOBJ-DNEFIRE) and/or a state where the ignition timing IGLOG is not less than a determination threshold value DIGJUD is continued on a determination time TMFIRE or more, failure is determined (S147-S151).
