PROBLEM TO BE SOLVED: To provide a transfer belt and a transfer device with the little dispersion of a resistance value, which are excellent in transfer efficiency and obtain an image having no irregularity. SOLUTION: This transfer belt is constituted by forming a conductive layer on the surface of tubular substance consisting of polymeric material and a semiconductive resin layer on the conductive layer.
