PROBLEM TO BE SOLVED: To reduce a time required for forming a fish pass for construction of which a form is assembled in a construction site and a concrete is placed to be cured in the conventional way, and to facilitate civil engineering work even when the site for forming the fish pass is inconvenient in a transportation and is steep. SOLUTION: A partitioning wall main body in one side of an upper part of which the fish passs is formed to make its height low, in both sides of which fixing parts are protruded along a longitudinal direction of a lower part, and outside both side ends of which fixing parts are protruded is fixedly arranged in a riverbed and its side wall via the fixing parts.
