PROBLEM TO BE SOLVED: To provide a manufacturing device for LOC tape excellent in yield and production control and provide a manufacturing method using the device. SOLUTION: A manufacturing device for LOC tape which stores foreign matter positions on LOC tapes, calculates a plurality of segmenting methods for segmenting LOC tapes from stored data of LOC tapes according to a plurality of specifications constituted of LOC tape lengths and the number of foreign matter per unit length allowable in LOC tapes, stores the methods together with the LOC tape numbers and has a means for calculating combinations of segmenting methods of LOC tapes so that yield may be maximum according to the plurality of specifications and the number of orders received based on the stored data and a manufacturing method for LOC tape using the manufacturing device for LOC tape are provided.
