The floor heating system has an electric heating film (10) between a plastics layer (20) and a layer (30) of fibers or in a honeycomb structure and preferably forming an acoustic insulation. The flanking layers (20,30) are in strips, to be laid with butting longitudinal edges on both sides of the heating film layer (10), and they are bonded to the heating film by an adhesive. The plastics layer (20) is an extruded grid in a weight of 400-600 g/m<2> and preferably 500 g/m<2> with a thickness of 2-6 mm and preferably 3 mm. The fiber or honeycomb layer material is a felt in a weight of 300-400 g/m<2>, with a thickness of 2-4 mm and preferably 3 mm. An Independent claim is included for a floor heating production process where the electric heating film (10) is bonded by an adhesive to a flanking plastics grid layer and a felt fiber layer or a honeycomb. Preferred Features: The upper plastics grid layer (20) can be laid with a smooth upper surface, to be covered by a floating parquet, fitted carpet or a linoleum.
