PROBLEM TO BE SOLVED: To provide a toilet seat cover which has a good touch to the skin and is hardly slippable from a toilet seat. SOLUTION: This toilet seat cover 1 is formed by using a pile fabric to be used by being put on the toilet seat and is formed with a rubber-like layer 3 on the surface in contact with the top surface of the toilet seat.
