PROBLEM TO BE SOLVED: To provide a blind as countermeasure against electromagnetic wave capable of absorbing the electromagnetic wave. SOLUTION: When an electromagnetic wave E flying through the inside of an office is incident to a blind as a countermeasure against the electromagnetic wave, then the wave is absorbed by electromagnetic wave absorbing body 3 constituted with ceramic fibers containing semiconductive or ceramic fibers containing conductive elements such as silicon, carbon, oxygen and metal. Thus, even though wireless LAN is used inside an office, no reflective wave (electromagnetic noise) is not generated and thus deterioration of the quality of communication can be prevented. Moreover, the ceramic fibers described above are able to selectively absorb electromagnetic wave E of a particular frequency at a high absorption factor, and also the mechanical strength of the ceramic fibers itself is high and thus the electromagnetic absorbing body 3 can be made thinner. Thus, it is suited to a use as a blind for countermeasure against the electromagnetic wave.
