PROBLEM TO BE SOLVED: To provide a method for producing a silicone emulsion having a low content of a cyclic siloxane and a controlled particle size. SOLUTION: This method for producing the silicone emulsion comprises (a) adding and mixing an anionic surfactant and a base with water, forming a uniform neutral aqueous solution of the surfactant at about pH 7 and thereby preparing the neutral aqueous solution of the surfactant, (b) forming a mixture comprising approximately equal proportions of the aqueous solution of the surfactant and a polysiloxane, (c) homogenizing the resultant mixture, forming an emulsion and continuing the homogenization until a desired particle size of the emulsion is achieved, (d) cooling the homogenized emulsion, (e) adding an acid to the cooled emulsion, condensing the emulsion, forming a polymer and condensing the polymer until the viscosity reaches a desired level and (f) neutralizing the condensed emulsion with an effective amount of a neutralizing agent.
