PROBLEM TO BE SOLVED: To obtain a polymer having a cationic hydrophilic group and hydrophobic group simultaneously, and a high cationic group density, and to provide a method for producing cationic polymer fine particles having a high cation density, high safety for a living body and low environmental load. SOLUTION: This polymer having a cationic hydrophilic group and hydrophobic group simultaneously is produced by imparting both cationic hydrophilic group and hydrophobic group to a monomer itself by introducing an alkyl group having 5-20 number of carbon atoms into an N-substituted aminoalkyl (meth)acrylate or N-substituted aminoalkyl(method)acrylamide, and polymerizing them with another radically polymerizable monomer. Further, by using the cationic polymer as a protective colloid and polymerizing a vinyl monomer, new cationic polymer particles having both hydrophilicity and hydrophobicity on the surface of the fine particles and having a high cationic group density can be obtained.
