PROBLEM TO BE SOLVED: To easily ensure safety of a paper feeding operator to a sheet punching out device using a semiautomatically fed paper sheets with a hand and prevent execution of paper feeding work under a forced posture irrespective of the length of sheets to be punched out. SOLUTION: This device has a paper elevating and feeding base 2 loading sheets to be punched out thereon, an elevation means to elevate or descend the base 2 between a lower position suitable for replenishment of sheets and an upper position suitable for feeding of sheets, and a control means therefor. The base 2 is constructed so that the length along the feeding direction of paper sheets may be changed into two sized of long and short. A lowering safety detection sensor S1 is provided to detect whether it is the long or short condition. The control means is adapted to prevent lowering of the base 2 at the time when the sensor S is not operated.
